Meet the team - Ipswich Council

Ipswich Council Building Control Team
Name Description
Gavin Whitman, Operations Manager - Building Control I have worked within the construction industry since 1984 in a wide and varied range of sectors. Looking to expand my career and skills in construction I joined the building control profession in 2002. I completed my Building Surveying degree in 2005 with First Class Honours and at the same time gained my professional membership to The Chartered Association of Building Engineers. I have been fortunate enough to work on a varied range of projects, including domestic, commercial and mixed use schemes which includes the internationally renowned Snape Maltings conversion to provide retail, office, concert hall and residential uses. I am currently based within the Ipswich office of the partnership and am leading the borough council service for The Wine Rack which is a high rise residential and commercial building with a 10 storey high internal car stacking machine in the core of the building.
Phil Farrow, Assistant Building Control Surveyor Phil has been involved and working in construction for many years since starting out as a carpenter after leaving school back in 1995. Since that time he has worked on many different projects large and small, commercial and domestic. This career path led Phil onto supervising projects and running his own small company, and more recently wanting to face the challenge of becoming a building control surveyor. Phil has grasped this opportunity and is now part of a great team. Phil is currently studying and working towards his level 4 degree with Local Authority Building Control (LABC).
Julie Sewell, Area Building Control Surveyor Julie has been working in Local Authority Building Control since 2008 at Ipswich Borough Council. Starting as an Assistant Building Control Surveyor and progressing to an Area Building Control Surveyor. Julie has achieved a Foundation Degree in Building Surveying and holds Associate Chartered Association of Building Engineers (CABE) membership. She has worked on a range of projects which include domestic, commercial and new housing developments.
Bruce Bysouth, Area Building Control Surveyor I have worked in the construction industry since leaving school. First I qualified as a carpenter and joiner, then moved on to quantity surveying and then contracts management, all of which I enjoyed. I joined the building control team in 2005 and found it to be the most fascinating challenge. This career is so much more than just enforcement of building regulations. It has allowed me to pursue my interest in history and architecture, and work closely with the conservation and planning departments. More importantly, it allows me to help people, and forge close working relationships with builders and architects alike.
